| Early Head Start and Head Start Programs, federally funded initiatives, provide early childhood education and related comprehensive services for low-income parents and children and children with special needs. Early Head Start provides services in centers and in homes to prenatal parents and parents with infants and toddlers; parents participate in classrooms and parenting and adult education classes at Kuhio Park Terrace, and in Honolulu, Windward and West Oahu. Head Start serves children ages three through five and their parents to provide a head start for school success. The Kalihi-based program offers early education classes, parent involvement, and health and social services. |

Early Head Start (EHS) is a prenatal- age 3, infant/toddler program for low income families and children with special needs that is designed to nurture and support parents and children by building on families’ strengths.

The Head Start (HS) program provides a “head start” for school success for low-income and special needs children 3-5 years of age. Children learn through play and socialization.

» Inclusion classrooms with the Department of Education for special needs children
In collaboration with the Early Intervention Section and the Department of Education, Early Head Start/ Head Start (EHS/HS) provides services to children with special needs and their families; providing an ideal environment to promote the development of new skills, and support families through the transition process.
IMPORTANT!
We require the following items in order to process your application:
» Verification of income for last 12 months (pay stubs, tax returns, written statement from employers, etc.)
OR Verification of TANF benefits (Cash Benefits from Welfare) OR Confirmation of Foster Parent Status.
» Copy of Child’s Birth Certificate
» For prenatal services we also require verification of pregnancy from your doctor
» Adult TB clearance (skin test within past 2 years or chest x-ray within past 5 years)
» Child TB Clearance (within past 12 months for children at least one year old)
» Copy of Child’s medical insurance card
» For prenatal services we also require verification of pregnancy from your doctor
Prior to entering the program the following additional items are required:
» For enrollment in full-day classes we require verification of 32 or more hours per week of qualifying activities (employment, job training, or school).

Who are the Early Head/ Head Start Programs for?
Early Head Start: Low income families and families of children with special needs between the ages of birth to 3 years on Oahu.
Head Start: Low income families and families of children with special needs with children three to five years old who live within Kalihi area.
Is there a fee?
Early Head Start/Head Start is a free or low-cost comprehensive child development program that supports low income families. |
